Filled map does not work on Papua New Guinea map

I have been working on map of Papua New Guinea. I have created a bubble map with name of province, latitude and longitude. But, Filled map does not work with same data.

• I checked name of province, latitude and longitude on Bing maps. I think the data is correct.
• I changed data category to "State or Province", "Latitude" and "Longitutde."
• My filled map didn't work on both Power BI Desktop and Power BI service.
• I have used Shape map, but I prefer filled map.

What could be the issue?

I can reproduce your issue now, the same data as you showed is ok for the Map visual, but not for the Filled map visual. 

Maybe the Filled Map visual can't identify the Province name.  From the document Filled maps (choropleths) in Power BI , we know the location can be a variety of valid locations: countries, states, counties, cities, zip codes or other postal codes etc. Bing Maps provides filled map shapes for locations around the world. Without a valid entry in the Location well, Power BI cannot create the filled map.

So recommend you use other maps to display the data.

If you still have this issue for Power BI, you'd better create a support ticket in Power BI Support to get further help.
