FORMAT not working

Hi. This is my first post so apologies in advance if I breach any rules or etiquette.
I am trying to format a simple measure as a percentage but it isn't working. The measure is defined as:

 

1-(COUNTBLANK(Planning[Actual_ManagementResponses])/[Total])

 

where Total is another measure that counts all the columns in the [Planning] table. The measure works fine, shows up on a bar chart, but when I add:

 

FORMAT(1-(COUNTBLANK(Planning[Actual_ManagementResponses])/[Total]),"Percent")

 

it breaks; the bar on a bar chart disappears.

I'm using the version: 2.39.4526.362 64-bit (September 2016). Thank you.

Just select Percentage format under Modeling tab.

Maybe nothing to do with it but I've just realised the way I've defined these measures isn't the most efficient..

 

I think I should just count the blanks and then as the column as a category, otherwise on a clustered bar chart, they'll all be next to each other..
