To export expected column into Excel/CSV, you can only include those columns into a visual and export entire tile into file. And this can be done in Power BI Service only, this is not supported in Power BI Mobile app.

Hi there, about the columns you will export, it depends what are we talking about. If it is a table or matrix, the columns are already selected to be export.
The best way to export from other visualization is in a bar/pie/etc chart that you can "See Records". This will open the records to export so tou can check them. If you are looking for another columns to export on the see records table, only a person with permision to edit reporte can add columns in the edit mode to export them. This can't be saved.
NOTE: see records won't be available if you are using a measure.
I am not sure about the ipad doubt. From the windows app, you can't do it. So maybe you can't neither.
