Error Message after Reloading Data Source

I am connected to an Excel file with 4 tabs (the main "table" with one to many relationship to 3 supporting "tables"). Everything was working nicely, until I updated the data with new numbers. Nothing else changed. After I refreshed I get "Column 'PROGRAM' in Table '2018Percent' contains blank values and this is not allowed for columns on the one side of a many-to-one relationship or for columns that are used as the primary key of a table." However, there are no blank values and i can't figure out why I get this message. Please help!

it happens with Excel when there appears new empty rows.

Go to Power query and filter out rows with blank column Program before update
