Error Merge Queries

I have the following error 
"Formula.Firewall: Query 'Fact_Table' (step 'Merged Queries') references other queries or steps, so it may not directly access a data source. Please rebuild this data combination"

I want to add a column from Exchange Rate Table to Fact_Table

Besides, you can also add the column with DAX after importing data.
