Have a Dashboard , few charts , The two options the User can select is "Worlwide" & a one Country in the Slicer
Worldwide -- is always Purple
Selected country -- is always Green
Can I enforce this , unless I go through every combination and define the color , it randomly selects a color for the selected Country ; it is very tedious and time consuming to do

The Column Chart has the ability to apply conditional formatting , It does not state what chart it is
I am using a Clustered column chart (August 2021 Desktop) , I cannot see the option (fx) ; I cycled through all the column charts with no option

yes, that still seems to be missing. Either wait for them to implement it, or create your own custom visual.
Do you actually mean dashboards, or do you maybe mean reports?
Have you considered using conditional formatting instead?
