Recently the database server of my company was updated to windows server 2016. After it, the encoding in power bi got messy. How can I solve it? Is it something via power bi desktop or inside the OS itself?

In your scenario, it seems that after you update OS, something can't show correctly in PowerBI, right? You need to check whether this is databse value encoding or menu encoding problem. You could check database value at first(if it's encoding is same as original ) then you could re-install the powerbi and choose language as OS language to see whether it work or not.
Or you could manually convert this in powerbi by M code to see whether it work or not.
