Embedding report into a website

Does embedding a report in a website, require additonal licences for other users? I'm trying to find out if every user needs to have a Power BI Licence, even if its embedded on another website? Or is there some otherway to achieve this?

 

I want more acces to users, but they don't need all the Power BI functionality. It's a waste if we need to buy a license for every user...

@Anonymous ok in that case you need to buy A Sku, depending on your use case, number of renders, size of model etc, you need to buy respective A sku, and then embed reports in your portal using App Owns Data. with this, you don't need to buy individual license for your external users but rather they will use embedded reports.

@Anonymous is it internal or external users? Embed is a very wide topic and depends what is your audience?

@parry2k It's for external users outside of my organization.
