ESRI ArcGIS

I am having trouble with ArcGIS reordering my layers.  I am using map pins to highlight my institutions locations and I am wanting them to show up as the top layers with my data underneath.  I can manually drag my zip code data to the bottom but as soon as I make a change to the slicer the visual reorders my data layers so that it overlayed on top of my map pins.  Is there anyway to lock the positioning of the layer in ArcGIS?

Hi @Jason_kot ,

Based on my test in my environment, when I use filter it will change the postion actually. Mabbe the filter just show the favorable position of the visual. Could you please share a sample .pbix file for further discussion if it is convenient?
