Dynamic lookupvalue or Calculated column

Hi guys,
I’m having trouble getting this.
Here is the situation,
Column A contains Blank and values , Column B is an IDs field which has no Blanks.
I’m trying to do a lookup.
So basically if Column A = Blank() search Column B for the ID return Column A if is match.
What is the best solution here? Create a new lookup table? Or new column? Could you please provide me direction or instruction?

If it is convenient, could you share some data sample which could reproduce your scenario and your desired output so that we could help further on it?
