Dynamic card?

I am super stuck! I have a card which displays info based on page slicer. Works great for 2 out of the 3 locations but the 3rd has 2 different sublocations (example is Oregon, Washington and California - Northern and Southern). Card is displaying 3 measures with title. I am trying to figure out a way to have CA card display Northern and then with a click, change to Southern. I am using Multi-Row Card visual. Anything I try then messes up the visual for the 2 single states. I thought rotating tile might work but I need to have the information static and not change so that was a bust. Any ideas?
