Dynamic bar chart over time

This website has an embedded Power BI with a bar chart that changes with calendar year.  Can someone explain how I can recreate something similar?

@mrothschild  If your data has a date dimension, you can easily create a year filter. If your question is about the animation in the bar chart, it appears to have been created from a custom visual:

Thanks!  "Animated" was the word I must have been looking for (rather than "dynamic")
