I am trying to create a field in my Calendar table. I need a field that will show either the fiscal year or calendar year based on a slicer. The slicer would let the user select either calendar mode or fiscal mode. The Calendar Mode table can't be connected to my date table because there is no real relationship. My Calendar table already has a fiscal year and calendar year field. My attempt at a DAX statement is

Nope, current power bi not support create dynamic calculated column/table based on slicer/filter.
You can consider to create multiple relationships to fiscal and actual date fields, then write a measure with selectedvalue and userelationship functions to achieve your requirement.
