Dynamic Stock turnover report

Hi, I'm trying to do a dynamic stock turnover report in Power BI

I do have a table like the one called StockBalancePerDateTable and I need a DAX formula that gives me a New Table based on the date i choose, in this case it's 2018-01-29. I want the NewTable to show the latest stockbalance from the date I choose.

Create a new table using DAX like this:

New Table =
FILTER ( Table, Table[Date] <= "2018-01-29" )

Thanks v-yuta-msft, 

I have two issues with your sollution. First of all I can't filter when the column is formated as date. I solved this with a duplicate of the date column formated as number. 

Next problem is that I get all records before the date that i choose. I only wants the latest of each article
