Am I right in thinking that if you add all your dynamic security to the users in the table
It may be that only a few people are allowed to view the reports.
If you have access to the App workspace as an Admin member or Contributer and you go into th App Workspace you will still see everything because you are in development
Its the App thats important here. You need to have access to the App (basically as a reader) and thats when the dynamic security comes into play?

In new workspace, RLS only works for Viewers.
If you publish the workspace as an app, RLS will work for all end users, except for Admins, Members and Contributors in the workspace. The three roles can see all data, whether in the workspace or app.

Question Not very clear to me
Power BI desktop is where you will able to see everything because it develops env. On published report, user security should apply.
But there is a way to test that.
This is good reference to that
So from that I think Im right
Its when you add your users into the App. As Report viewers thats when the Dynamic security comes into play
