Please see below snapshot from an Excel Pivot Chart.

I can drill into a specific year (2017 in this example) and see its secondary level and yet, present 2018 only at its top level.

In Power BI, if you use Drill down it seems won't show like this.

For date hierachy, it will show as Year level, Quarter level, month level, day level.

If you drill down, it will show like below.

If you have problems in power pivot, you'd better get help from TechNet forum which should be more  professional..
