After installing the September 2019 Desktop update, the drag n drop feature of reorganizing tables in Power Query is no longer working. You can still manually use the Move up function, but this is very slow when you have to move things around significantly.
your version is 561 and mine is 661 and that seems to be different. you can direct downlod by choosing advance download options and it will take you to download 32 or 64 bit instead of store.

@DQuigg can you check the version number I posted against your desktop version number. Are you using store version or direct download?
