Hi,
We are currently use Power BI with every user having a Pro license so that they can consume reports. I have noticed that users can choose to downloaded the pbix files of the reports which are uploaded using the File > Download Report option.
My question is, if we have setup RLS using Roles, will the user not be able to open the report in Power BI Desktop and essentially be able to bypass the RLS by deleting / editing the Roles?
I have read that there is an overall admin option to Disable Export, but this will all stop users from being to able to export to Excel which we do not want.
An option to disable the download of the pbix would be ideal!
Thanks
Mark
Hi @MarkSL,
Could you please tell me if your problem has been solved? If it is, could you please mark the helpful replies as Answered?

Thank you for taking time to look at my post and sorry for the late response.
However, whilst I may be able to disable downloads for a subset of the organisation, I don't think this addresses my overall concern that a user can download the pbix / effectively source code and with it see ALL contained data, regardless of their setup Role.
Hi @MarkSL,
Based on my research, the "Export data" option could provide 'Enabled for a subset of the organization' function:
