I'm creating a report that distributes costs based on production levels but the account the cost is assigned to does not need to have the percentage showing since it does not go down to the granularity. Is there any way that you know of to "turn off" the measure when it reaches a certain part of the Hierarchy? I don't want/need the highlighted values to be shown.

We can use the is ISINSCOPE function to meet you requirement:
Measure = IF(ISINSCOPE('Table'[ColumnYouWant]),BLANK(),[OriginMeasureCalculate])
