Doing calculation for the Value of a chart

I am trying to show the percentage and number of approved and rejected requests. However, each request I have consists of 4 records, so when I see the numbe of requests approved vs rejected in my chart I see: 16 approved vs 12 rejected, when in fact they're 4 approved and 3 rejected. I was looking at "New quick measure" to try and change the value to be current count / 4, but it's not letting me divide by a number. 


How can I do that so the chart accepts the value of a column / 4?

you can create two measures

count of apporve = CALCULATE(COUNTROWS('Table'),FILTER('Table','Table'[record]="approved"))/4
count of reject = CALCULATE(COUNTROWS('Table'),FILTER('Table','Table'[record]="rejected"))/4
