Hi, I have a table which I excluded from refresh, I want to know if the table would refresh if I added a step or updated the query in power query?

"Don't include in report refresh", as a standalone-query, they will behave as expected and not refresh. But once you reference them by a separate query or within an append-operation, they will refresh their results.
An idea similar with what you expect has been submitted in Microsoft Idea , please vote it up and you can add comments.Hopes Power Bi will implement this in nearby future.

Does "excluded from refresh" mean unchecking "Include in report refresh"?
In Power BI Desktop, when you disable "Include in report refresh" option, data will not update in report view of Power BI Desktop after you click "Refresh" button in Desktop.
Note: Any queries excluded from refresh are also excluded in automatic refresh in the Power BI service.

Yes I unchecked "Include in report refresh", However I noticed that when I add any step like appending another table as an example its then refreshes the exclude from refresh table. Which is causing me an issue
