We have a lot of different reports and datasets on powerbi.com. In order to see the users who have access to a dataset or dashboard, I only know of being able to do a screenshot and manually review or copy each user by hand. Is there a way to connect "Get Data" in Power BI Desktop and connect to the list of users under the security section of a dataset, or the users with access to a dashboard, so we can see the users in a table in Power BI and perhaps export to Excel? OR, is there a way to export users from powerbi.com for a dashboard or a report into Excel so we don't have to keep track of things manually?

I don't think there are such ways to do it dynamically currently. I would suggest you add it as an idea on Power BI Ideas forum to improve Power BI on this feature.
