Do not receive Access request email notification

Hi Team

Currently, we are not getting access request mails for our reports although we are the admins for a workspace.

I saw this post https://community.powerbi.com/t5/Service/Not-Receving-access-request-email-notification/td-p/603347 which covers the same issue. 

but can you  @v-qiuyu-msft  please explain why "outside the organization" setting is required for this solution?
