Im struggling with displaying an overall average score
Using the 'Quick Meaure' feature it provides the follows
Count of Raw_Score average per metric_ref =
AVERAGEX(
KEEPFILTERS(VALUES('Data'[metric_ref])),
CALCULATE(COUNTA('Data'[Raw_Score]))
)
I cant seem to get it to average from [Metric_Ref], only the [metric]

You can use summarize function to apply first aggregation and use iteration function to apply second aggregation:
Count of Raw_Score average per metric_ref = AVERAGEX ( SUMMARIZE ( ALLSELECTED ( 'Data' ), 'Data'[metric_ref], "Count", COUNTA ( 'Data'[Raw_Score] ) ), [Count] )
