I want to create a chart like this, with percentages of every year, rather than the default percentages of the total in PowerBI. It does not have to show percentage on the side of the column like in the image. The most important thing is the different categories in each year will add up to 100%, so users know how each category will account for the total per year.

You can use a 100% stacked column chart to display the result. Is this what you want?

Not possible with standard visuals. Use Charticulator or Deneb to create this yourself.
Showing percentages like this will result in an awkward UX.
