Display Folder Greyed Out in Report built on top of Published dataset

So my issue is that I've built a report on top of a published dataset, and as a part of this I've created measures (over 40) for the report. Before I pass this report onto another developer I would like to put the calculated measures into folders for neatness and also to make it easier for the other developer to see which measures tie into which dashboard pages (as again there are many of these). How do I go about this with the display folder option greyed out - as it is in the screenshot: display floder.png

I'm not sure why they did it that way.  Why not just add the measures into the master dataset so that anyone using it would have access to them?

@jdbuchanan71 but why it have to be like that? why subfolders have an impact on the model? isnt that just a visual grouping for the devs?

It doesn't appear to be possible which kind of makes sense because adding a measure to a display folder is making a modification to the underlying model which you can't do when you are using a published data source.
