Default Power BI Drill Down Option for Map Visual

Hi Team,

The requirement is ,there has to be default drill down option for Map Visual in Power Desktop and in Power BI Service.

When published to Power BI Service ,the drill down should be enabled and when shared across with the user ,the user should be able to drill down from the country to state level without having to enable the "Drill Down" option.

Is this possible in the updated Power BI Version (October 2019)?

Kindly guide through what best  solution can be achieved closer to the problem statement
