Data is not loading up for Viewer Access

Hi All, 
 
I am facing an issue with PowerBI online. I have created a Workspace and added other people with Viewer Access. However, if the data is not loading up for them if I give them viewer access. 
It is working perfectly fine if I change it to Member/Contributot but I can't give them these access as they can able to edit the report.

Can anyone please help me? This is really urgent issue.

For users D, E, and F you would make a role that has no filters in it and add them to that.  The users just have to be a member of a role and the role determines the filters.  If there are no filters in the role they can see all the data.

Did you add them to the role in the power bi service?

@jdbuchanan71  - Thanks for your reply. I found this - https://www.sqlbi.com/blog/marco/2021/06/03/setting-the-right-permissions-for-users-of-composite-mod... ,  it seem I have to give them 'Build' permissin. And it worked perfectly fine.

Hi @jdbuchanan71  - This is something new. I have provided RLS to my data and did test as a role. But end user are not able to see the data.

@jdbuchanan71 - Thank you so much. It's already 10pm now. I have created a a new role but didn't any filter on it. I will check with my colleague tomorrow if they can able to see the data now. Basically will check with User D, E and F 🙂

Does your model have row level security enabled?  If so, you also have to add the users to the role that lets them see data.  If you make them members of the workspace RLS is not applied but if you share the report with them RLS is applied.

 @jdbuchanan71 - Hi there, I just want to make sure I understand correctly. 
I do have RLS applied to this report for specific users; let say User A, User B, and User C for specific regions. 
User A for East region 
User B for Central region
User C for West region 
 
Also, I do have User D, User E , User F. I don't want to provide any RLS level security for them. They can see all three regions data; Are you saying I have to add their email id to each RLS?
