DISTINCTCOUNT by Qtr Year

I'm having a tough time determining the DISTINCTCOUNT of [SO_ID] by Quarter and Year. 
When I show the data by indivdual Date it works fine, but when I use Qtr & Year the total is less because a SO_ID may be shipped from multiple times throughout the Quarter.  I've tried REMOVEFILTERS on the Qtr & Year date column and had no luck.
Here is the current DAX formula.

Orders Shipped = CALCULATE(
        DISTINCTCOUNT(UnitsShippedCurrentYTD[SO ID]),UnitsShippedCurrentYTD[SO_TYPE] <> "RA")
 
Assistance is appreciated.

Can you give some example data and the results you'd expect. From your description I'm not sure I'm what way it's wrong.
