According to your description, I created data to reproduce your scenario. The pbix file is attached at the end.
Mesa:
Measures:
Actual = SUM('Table'[Actual Value])
Budget = SUM('Table'[Budget Value])
Variance = [Actual]-[Budget]
Result:
I would like to suggest that you check if you have applied the custom formatting for the measure as shown below.

Your Variance measure is supposed to return a number if Actual and Budget measures are returning numbers. Check the logic in the Conditional Formatting.
