DAX measure help

I have created a column like below
Surprise Escalation Score =
IF('Data'[Escalation] = 0,0,
IF('Data'[Escalation] = 1 && 'Data'[Risk reference]= 1,0.5,1))

Surprise Escalations = AVERAGE('Data'[Surprise Escalation Score])

Surprise Escalation Score =
IF([Surprise Escalations] = BLANK(),BLANK(),
IF([Surprise Escalations] = 0,120,
IF([Surprise Escalations] > 0.03, -30,BLANK()
)))
 
Why 0 is treating as blank in first case?
 
Please help

Modified above formula with isblank function.

 

Escalation Score =
IF( ISBLANK([Escalation]), BLANK(),
IF([Escalation] = 0,120,
IF([Escalation] > 0.03, -30,BLANK()
)))

Modified above formula with isblank function.
