DAX make number negative

If an employee doesnt have a certain amount of hours worked midway through the month, management wants to be notified.  Im looking for a DAX where

 

=IF ('hours worked')<40 by the 14th of every month, make the number -1.

 

Im am not great with DAX, any help.

Something like this perhaps?

 

Lazy = IF(SUMX(FILTER(HoursWorked,HoursWorked[Day]<16),HoursWorked[Hours Worked]) < 40,-1,SUMX(HoursWorked,HoursWorked[Hours Worked]))
