DAX formula error / help

Hi Experts

 

I cannot see the wood for the trees, not sure what i am doing wrong here.......

this is what i am trying to establish..

as a guide...

 

?filter=Store/Territory eq 'NC' and Store/Chain eq 'Fashions Direct'
Report Filter = IF(ISFILTERED('DIM Sales Person'[Office Location]),[Report URL]&"?filter=" & "DIM Sales Person" & " eq " &"'" & SELECTEDVALUE('DIM Sales Person'[Office Location]) & "'"
            &"and"&
                    IF(ISFILTERED('DIM Sales Person'[City])& "DIM Sales Person" & " eq " &"'" & SELECTEDVALUE('DIM Sales Person'[City]) & "'",[Report URL]))

You probobly need something like this
