Can you please assist on below SQL Query to DAX expression. How to write DAX Query.

select Employee e.ID

Left Join

project p ON e.ID=p.ProjID

group by e.ID

having sum(p.percentage)<25

May be a calculated table like

New Table =
FILTER ( ALL ( Tablel[Id] ), CALCULATE ( SUM ( Table2[Percentage] ) ) < .25 )

or a MEASURE

measure =
COUNTROWS (
    FILTER ( ALL ( Tablel[Id] ), CALCULATE ( SUM ( Table2[Percentage] ) ) < .25 )
)
