You may try to add a table with below formula.Then create measures to get the outage.
Table = GENERATE(DISTINCT(SELECTCOLUMNS('outage table',"date",'outage table'[date])),'Nbr site table')
Measure = CALCULATE(SUM('outage table'[outage]),FILTER('outage table','outage table'[date]=MAX('Table'[date])&&'outage table'[site id]=MAX('Table'[Site ID])))
