Creating a Table using the same column in another table

Hi Folks,

 

Trying to find the best way to do something. I have a field called "Country" on the "Active" employees table. I also have "Country" on the "Terms" table. 

 

What is the best way to take the values from both tables and have it as its own table and to remove duplicates to create a common slicer between the two? The reason I need to do that is because sometimes I have active and term data on the same page. However, I want it to dynamically update based on the countries being added to both tables. Global slicer won't work until a relationship is created to that custom table. 

 

Any guidance?
