Creating Hierarchy on Un-related tables

Hi All , We are working on a POC and we have this reqmnt where we need to create a hierarchy between country - > Region - > City. The issue here is In the source tables I have relation only between country - > Region or Country - > City . There is no relationship between Region to city . So I have country , region and city individual tables and region_country , country_city . there are no columns I can relate to bring a relationship between region_city in order to create a hierarchy. Is there any work around for this in power BI ? I saw function 'RELATE' to bring columns to a single table but if there is no common columns to relate at all between region and city , how do we get this hierarchy ? Please help. Thanks In Advance.

No. As there is no mapping relationship between region and city, it is not possible to determine current city belongs to which region. It is not possible to create hierarchy on unrelated tables. In your scenario, you have to create an extra table to list the mapping rule between region and city.
