Create risk metrics in a matrix visual instead of image and cards

Hi,

I want to create the risk metrics in a matrix visual.

Found some online stuff but it is using image and cards. dont want that. want it in matrix form  with conditional formatting in background cells.

Please help to format for 9grid and 25 grid based on field value

	Low	Medium	High
20%		2
40%	1		1
60%		1	3

What does your dataset look like?

Are the percentege(20%...), risk metrics(Low,Medium,High) and value(1,2,1,1,3) columns from the same table?
