I am trying to create a measure that will be a constant value that wont be affected by slicing.

not clearly understand but you can use
SalesIsLatest = CALCULATE(SUM(Metrics[Sales]),Metrics[islatest] =1, ALL(Metrics))
there will be SUM() by whole amount of data and it will the same in any case
also you can use the simple
SalesIsLatest = 20

Briiliant this resolved the issue I had, as I calculated a total percentage, but when clicking on a filter it kept staying as 100% until I used the all function.
So I now get a total for 100% and percetanges when a filter is clicked on.
Thanks you so much for your help - as even Chat GBT did not bring this answer...
