Create Hierarchy against SSAS Tabular: can't drop / drop to make hierarchy?

I have several tables and I can't drag and drop to create hierarchies inside PowerBI.

 

For example if I want to drag State to Country and then City to State...that doesn't work?

 

For Tabular do you have to make all your hierarchies in the data model and you can NOT make them on the go in PowerBI?

As @KHorseman said, you may use live connection to SSAS data source, in this mode, you can't do any modeling on your dataset. To create hierarchy in import mode, you just need to right click on the top level data field and select "new hierarchy", then right click on other child level data field and choose "Add to XXX hierarchy".

I'm guessing from context clues that you're using Direct Query rather than Import? I don't think hierarchy creation inside Power BI is supported for Direct Query, only Import.
