Count number of times a measure equals a value

I have a measure that calculates a % at a location level. I am having a hard time writting a measure to count the number of times that measure equals 100%.  The goal is to count the number of locations that got a 100% in a region and get a % of locations in that region that attained that score.

 

Not sure if it is possible to count the number of times a measure equals a specific value.

@ejhornyak add another measure to count

 

Count of 100% = 
SUMX ( VALUES ( Table[Location] ), IF ( [% Measure] = 1, 1, 0 )

In my scenario, I have % calculated on Average and Max for a dynamic period. If I apply the same logic to count how many times it was 100%, it counts more than once for a value greater than 100%. 

For ex: if the %Avg or %Max is 400% it gives 4 instead of 1.

Please help.
