I have this Column that needed to count All "Y" on it. see attached image to the target column. see formula as well, as i don't know why 'Text.containsall' does not work on the formula field below.

Text.Contains(...) outputs true/false and List.Count(true/false) doesn't make sense.
Try this:
List.Count(List.Select(Text.Split([Merged], ","), each _ = "Y"))
