Count Non Blank Dates for current month

I have a table that has Ratified Dates, so I want to count the number of Ratified Dates that have a date in them and by current month, or by specfic Month. For example, there are 3 Ratified dates in September for a specific client Abbreviation, then count those number of times there is a date for September.

Here is at least a ouput with all codes and dates. Need to show all Development Codes and there total dates inputted if there is one for he current month. Note the last month in the data is September, but each month it will start fresh, so  when the data is inputted on November 1st, then it will show a count of ratified dates for November onwards
