Convert data lay out

Good day all, I have the following question.

 

Below is table_1.

 

I want to convert that table in the lay out of table_2.

 

Is there any option in Power BI to do so?

Please download the demo from the attachment. You can click or double-click the "Applied steps" to see the details. BTW, this may not be a good idea. What if there are thousands of Modes?
