With sharing, whether you share content inside or outside your organization, you need a Power BI Pro license. Your recipients also need Power BI Pro licenses, unless the content is in a Premium capacity.

Unfortunately you can only share with users who hav a power bi pro license. You could print your report using powerpoint or as a pdf or alternatively you could publish your report to the power bi service and then use Excel to connect to the data model which would enable you to build a report in Excel.
