Is there any way to connect MS Project Desktop with Power BI Desktop? The idea or target is to obtain and analyze the data in Project using Power BI

No relevant available connectors were found in the latest version of the desktop.
As mentioned by @v-xuding-msft in the link provided by @amitchandak ,you can export the data of an mpp file into an MS Excel file. Once you have done this, you can easily import the data into Power BI.
However, you need to noticed that you cannot export all, you need to make a selection of the fields you want to export. Since the whole process is repetitive and manual, this is undoubtedly a long and arduous task.

The best way is use Project Online Plan 3 or 5 with Power BI Desktop with free license right? Or is it need Power BI Pro for this?

There is not need to use Dinamycs 365 or dataverse for this option
