Is there a way to conditionally display a tooltip? For example, if the value in a Card happens to be (Blank), display a tooltip saying "Information not available", but if it is not (Blank), display the default information.

You could create a measure that does this and then include that measure into the visuals "Tooltip" section.
In the top of your measure you can create
if(isblank([Measure]),"No Information",[Maesure]&"")
Please note you need to have the same datatype.
