As is said in the document , conditional formatting overrides any custom background or font color you apply to the conditionally formatted cell. It is unsupported to conditional format font-size, font-weight (bold) and gap bevore/after font/text in Power BI currently. I'd like to suggest you vote on the similar idea and add your comments there to improve Power BI for making this feature coming sooner.
