Conditional Highlighting in a Matrix and a Measure to Check Those Conditions

I have the below measure:

All of the columns to the right of 'Project' are measures that only sum the gender/ethnicity in the column.

 

I'm trying to figure out how I can accomplish the conditional highlighting and indicator. I would like...

  1. The gender cell to be highlighted if that cell is <= 10% of the Total Project Amount
  2. The ethnicity cell to be highlighted if that cell is <= 20% of the Total Project Amount
  3. The indicator cell to be populated/highlighted if either of the above are true

You may try SWITCH and SELECTEDVALUE to add measures and then use Color formatting by field value.
