Conditional Formatting based on calculated measure

Hello all, 

 

I am working with the following visuals:

I want the circled numbers to turn red if they go below a certain number. I have tried conditional formatting but it won't seem to let me do it using a measure. I have tried different ways of creating a column to calculate what the measures are calculating but they usually return a circular dependency. Is there a way to create a color coded table based on a measure? Thanks in advance for your help!

In conditional formmating pane, you can select "Rule" in "Format by" field and you can configure the simple logic there:
